Telecom, insurance companies allowed to access credit data

In line with the stipulations of the credit flow-regulating Credit Information Companies Act (CICA), 2005, the Credit Information Bureau India Ltd – CIBIL – has been granted ‘in-principle approval’ for Certificate of Registration by the Reserve Bank of India.

The certification allows companies in the telecommunications and insurance sectors to access credit data. Previously, the credit data could be accessed and shared by financial institutions such as banks and NBFCs.

While the CICA does not make it mandatory for the telecom and insurance firms to contribute data, they would be allowed to access data from CIBIL, which presently has more than 135-million accounts directory, thanks to contributions from almost 160 financial and non-banking institutions. After receiving the final registration and operational guidelines, the telecom and insurance companies can collect information from more sources.

The CIBIL functioning includes providing a credit score of up to 900, depending upon the borrower’s liabilities and past payment records, and a deferred installment payment affects the credit score.

According to The Times of India, Terry McCafferty, CIBIL’s Chief Operating Officer, talking about the recent ‘in-principle’ approval said: “The approval gives us the right to continue our operations and allows telecom companies and insurers to access the CIBIL database. We need to develop and enable our systems so that all this can be put to effect soon.”

Indian link boosts S African Cipla Medpro profits

Johannesburg, April 3 (IANS) Exclusive access to a wide range of products from Cipla India helped boost revenues of pharmaceutical company Cipla Medpro South Africa by nearly 40 percent, the company reported.

With its revenues growing at 38.8 percent, Cipla Medpro again continued to grow faster than the total private market, but the company posted a loss of 15.6 million rands before interest and tax because of the huge costs of making its plant at Durban compliant with the Pharmaceutical Inspection Convention, it said on the Johannesburg Securities Exchange website.

Currently operating at 20 percent capacity, this highly sophisticated plant has an annual output capability of 3.5 billion tablets (with reserve) and may still take some time to see significant revenues being generated.

Growth was recorded across numerous categories, such as neuropsychiatry, asthma, cardiovascular, over the counter (OTC) and animal health.

This growth was attributed to product launches, exclusive access to Indian pharmaceutical giant Cipla India’s strong pipeline of products and dossiers, a strong and rapidly expanding OTC product portfolio, listings in mass market retailers, a large sales force and a continued aggressive marketing strategy.

Twenty five new products were launched during the year across all categories – skincare, colds and flu, and nutritional supplements, and further launches are scheduled for 2009.

Cipla said that its antidepressant, Lexamil, and its cardiovascular product, Cipla Perindopril, were each gaining market share of almost 40 percent in their markets, reflecting a trend of increased demand for these two stress-related drug types in the current global financial meltdown.

Cipla is also one of the leading generic anti-retroviral producers, having won a government contract last year. This will see the entry of supplies from the local plant, as well as from the Mumbai-based plant, Cipla India.

The pipeline from Cipla India remains strong, with the benefit of favourable prices and payment terms. Cipla Medpro currently has 155 dossiers awaiting registration, another 37 about to be submitted and a further 46 dossiers ordered from Cipla India for delivery over the next 12 months.

Cipla Vet, the companion animal veterinary products business, has recently launched the first generic of the world’s biggest selling tick and flea product, with the company projecting significant market share gains in this category during 2009.

After in-depth industry research and analysis, the new agricultural chemicals division, Cipla Agricare launched recently with a comprehensive range of 21 internationally SGA-certified pesticides. With another 12 products expected soon from Cipla India for local trials and registration and a further six ready for registration, it is envisaged that the targeted market share and revenues are attainable within approximately four seasons.

EC clears new registrations under job scheme

With the economic downturn taking away thousands of jobs in the gems, mining and textile industries, the Election Commission has said that it has no objections to the Government continuing the process of registering new households and issuing job cards during the model code of conduct.

This a step forward from the EC’s decision in 2006 allowing the Government to only take up new works from an already identified shelf of NREG projects, that too for already registered households. It had then told the government that prior permission would be required from electoral officers in case the available shelf of projects failed to meet the job demand. This decision meant that the Government could not register new workers even though it allowed the Government to continue offering jobs to registered wage seekers.

The EC’s directive this time is likely to help the Government, which is trying to accommodating the increasing number of jobless workers under the NREGS. The Central Government has already informed the state governments to continue registration of new households and issue new job cards to job seekers.

Sources in the Rural Development Ministry said Orissa had recently informed that they needed to register about one lakh new households under the NREGS because of the job losses. Gujarat had informed the Centre that the demand for NREGS had gone up after the retrenchments in the mining industry. The state is learnt to have provided 5,000 jobs to those who lost jobs in the jewellery sector ahead of the introduction of the model code of conduct.

Pak asks International Republican Institute to wind up its operations

Islamabad, Mar 8 (ANI): The Pakistan Government has asked the International Republican Institute (IRI) to wind up its operations from the country, and declined its request to establish an office.

The IRI, which conducts surveys on political issues globally, made headlines in Pakistan in October 2008 after it released a public opinion survey saying President Asif Ali Zardari’s approval rating had come down to a mere 19 per cent while 63 per cent of the respondents disapproved of his performance as president.

The copy of the correspondence between the IRI and Pakistan Government revealed that the IRI approached the government through the Ministry of Economic Affairs for permission to establish its Pakistan office.

The documents show IRI has been pursuing the ministry since 2007 for permission to establish its Pakistan chapter, The Dawn reported.

However, the ministry, through letter No 4(38) NGO/2002 dated January 29 informed the IRI’s country director, Robert Varsalone, that its registration application had been rejected ‘owing to administrative reasons’.
In the same letter, the ministry told the IRI that it was allowed to operate in Pakistan only to monitor last year’s general election.

The ministry goes on to tell the IRI to halt its operations and activities in Pakistan under intimation to the Economic Affairs Division.

Sources told Dawn that Country Director Robert Varsalone had left for Iraq following former PPP chairperson Benazir Bhutto’s assassination, leaving behind junior staff in its Islamabad office.

Some PPP sources said the slain party chairperson was closely involved with the IRI and persuaded it to carry out a poll on Pervez Musharraf.

These sources said the IRI had annoyed the former president through its opinion polls. (ANI)

Conference of births and deaths registrars to begin today

New Delhi, Mar 5 (ANI): The Annual National Conference of Chief Registrars of Births and Deaths will begin here today.

Chief Registrars of Births and Deaths from the States / Union Territories as well as Secretaries / Special Secretaries / Principal Secretaries overseeing the work of registration of births and deaths, besides representatives of Ministries of Health and Family Welfare, Women and Chief Development, Statistics and Programme Implementation, Planning Commission, UNICEF, Plan India and officials of the Registrar General, India and Directorates of Census Operations in the States / Union Territories will participate in the two-day conference.

During the conference, the Municipal Corporation of Delhi and the Brihat Bangaluru Mahanagara Palika are slated to make presentations on the on-line registration of births and deaths in their respective corporations for the benefit of other participating states.

The topical issue relating to registration of babies born through assisted reproductive technology is slated to be discussed in the conference in order to arrive at a consensus on the subject so that the same can be conveyed to the Ministry of Health and Family Welfare which is in the process of finalizing the Assisted Reproductive Technology Regulation Bill, 2008.

The legal and practical problems associated with electronically-generated birth and death certificates under the Registration of Births and Deaths Act, 1969 will also be discussed in the conference.

The National Conference of Chief Registrars is an annual event to review the functioning of the Civil Registration System in different States and UTs. which are working at various levels of efficiency.

This occasion is primarily utilized to take stock of the situation, find out possible remedies to the problems encountered during the implementation of the Registration of Births and Deaths Act, 1969 and chalk out appropriate strategies for achieving universalisation of registration in the country.

It also provides an opportunity to learn from the experiences of different stakeholders working in the field of the Civil Registration System in various parts of the country and thus offering the best practices for effecting the overall improvement in the system.

The recommendations flowing from the deliberations in these Conferences in the past have helped in improving the level of registration of births and deaths in the country to about 68 per cent and 63 per cent respectively in 2006 from the level of 58 per cent of births and 51 per cent of deaths in 2002.

These conferences have also facilitated revamping of the Civil Registration system wherein all the forms including Birth and Death Certificates have been standaridized across the country.

The deliberations of the conference would go a long way towards improving the civil registration system in the country. (ANI)

Vessels to be registered under a uniform coastal security system: Cabinet Secretary

New Delhi, Feb 28 (ANI): Cabinet Secretary K. M. Chandrashekhar met senior functionaries of the Government on Saturday and discussed issues relating to coastal security.

It was decided at the meeting that all vessels would be registered under a uniform coastal security system.

The meeting was attended by the Union Home Secretary, Deputy National Security Advisers, Defence Secretary, Secretary Shipping, Secretary, Fisheries, Secretary (Border Management), Secretary (West) MEA, DG NIC, Deputy Chief of the Naval Staff, Registrar General of India, DDG Coast Guard and other senior functionaries of Government of India.

The meeting focussed on the implementation aspects of issues relating to maritime security, uniform system for registration for fishing and other vessels, uniform system of issuance of Multipurpose National ID cards (MNIC) to fishermen, issuance of Identity Cards to the population living in the coastal villages, installation of navigational and communication equipments on the fishing vessels.

The review of the initiatives in respect of coastal security has enabled further streamlining of the implementation time-lines and in resolving cross-cutting issues.

The need for installation of navigational and communication equipments on the boats for tracking their movement was emphasised and it was decided that Nautical Advisor will work out the technical details of such equipment in consultation with Coast Guard, National Informatics Centre and ISRO.

As a part of coastal security measure, there was consensus in the meeting regarding the issue of application based Identity Cards to the fishermen and issuance of Multipurpose National Identity Cards to the population of the coastal villages.

It was also decided to constitute a group to look into the issue of inter-operability of two types of ID cards. (ANI)

Shah Rukh Khan’s house attacked

Two motorcycle-borne miscreants hurled a bottle of kerosene at actor Shah Rukh Khan’s Bandra residence, Mannat, at around 2.30 am on Friday. Nobody was injured.

Security personnel at Khan’s bungalow were unable to note the registration number of the bike in the darkness. A complaint was lodged at the Bandra police station.

According to reports, a fundamentalist group was upset with the use of certain words in the song, Marjaani, marjaani, featuring Khan and Kareena Kapoor in the film Billu.

On Friday morning a group of protesters gathered outside Bandra’s G-7 cinema complex, where Billu was being screened, and broke glass panes and tore away posters.

Pakistan to contact India ‘officially’ soon over Mumbai probe: Qureshi

Karachi, Feb.12 (ANI): Responding to India’s repeated demand of reciprocating directly to it, rather via the media in the Mumbai investigations, Pakistan Foreign Minister Shah Mahmood Qureshi said Islamabad would soon contact India officially.

“Pakistan would hold direct talks with India soon on Mumbai incident probe,”The Nation quoted Qureshi, as saying.

Rejecting the news about a case being registered against Ajmal Amir Kasab, the lone surviving Mumbai terrorist, Qureshi said Islamabad has decided to register a case against the culprits, and the Indian representative would be informed in this regard.

Pakistan Advisor to Prime Minister on Interior, Rehman Malik also put down reports about a case against Kasab being registered by Pakistani authorities.

Sources in the Federal investigation Agency (FIA), Special Investigation Group (SIG) and police officials have also denied the claims of FIR registration, saying that there wasn’t any FIR registered in this regard.

Qureshi reiterated Pakistan’s commitment in fighting terrorism saying that it would continue to support the international community in the ‘war on terror’. (ANI)

Queensland Govt. officials ‘failed to do checks on ‘Dr. Death’

Brisbane, Feb.11 (ANI): Queensland Government officers failed to check a vital piece of information that may have prevented Indian-born Doctor Jayant Patel from being employed in Queensland, a court has been told.

Dr. Patel a.k.a. Dr. Death is facing 14 charges including three of manslaughter relating to his time as director of surgery at the Bundaberg Base Hospital between 2003 and 2005.

Ainslie McMullen was working as a low-level officer with the Health Practitioners Registration Board in early 2003 when Patel’s application came across her desk.

The Brisbane Magistrates Court today was told that on Dr Patel’s application was a note stating a public order had been made against the 58-year-old doctor in the US.

Under the public order, Dr Patel’s practice had been restricted following a number of investigations into allegations of negligence.

The court was told it was information that may have prevented Dr. Patel from being employed at Bundaberg Base Hospital, and possibly anywhere in Queensland.

However, the court was told the document fell through the cracks of the application process when McMullen failed to investigate it and pass on the details to her superiors.

The court was told subsequent senior officers from the Registration Advisory Committee and the Medical Board of Queensland also failed to conduct proper checks on the document.

Giving evidence during the second day of the committal hearing, McMullen said she was surprised she had missed the information. (ANI)

Blackberry in pockets, cops in Kochi go hi-tech

Kochi, Feb.6 (ANI): Blackberry, one of the latest in advanced mobile technology instruments, recently drew much attention after the new U.S President Barack Obama got a special handset for himself while defying security concerns. But in Kochi city of southern India, it could be a major blessing for local cops.

As part of the total modernisation of intelligence system after Mumbai attacks, the Kerala State police are using Blackberry to check the movement of intruders, traffic violators and to control vehicle thefts in the city.

Not just that, the Blackberry is also helping the cops here to control crime in a small coastal port city Kochi.

On experimental basis, three Blackberry sets have been issued to the constables and Inspectors of traffic department in Kochi City, as part of pilot project. Depending upon the success of the initiative, all cops on roads may get one for themselves soon.

The Police officials say this is for the first time that Blackberry system has been used by police for crime control here.

Launched by Kerala Government, on the initiative by police department, the technology has been provided by Vodafone (Kerala) with the assistance of Centre for Development of Advanced Computing (C-DAC).

As per the new system, once the vehicle number or the license number of any individual is recorded into the handset, within no time the officer can assess complete details from the server installed in the traffic control room.

“It is not just a time-saving system to get to the details about the offenders, at the same time, traffic enforcement will be more effective,” said Manoj Abraham, Commissioner of Police, Kochi City.

“Each handset would be costing around Rs. 15,000 to Rs. 20,000 and if found successful the project will be implemented in other major cities of the state,” said the Commissioner of Police.

It helps in collecting information regarding registration details of any vehicle, driving license information and other details like whether the vehicle was involved previously in any other offence and will also help cops to register cases on the spot.

Amendments to Rubber Act, 1947 approved

New Delhi, Feb 5 (ANI): The Union Cabinet today approved the amendments to the Rubber Act, 1947 and the Rubber (Amendment) Bill, 2009 will be introduced in the ensuing session of the Parliament.

As the Rubber Act is 60 years old, some of the provisions of the Rubber Act, 1947 have become redundant over the years. The rubber sector has also undergone a lot of changes over the years and particularly, as a result of the regime of economic liberalization.

The definition of ’small grower’ is to be amended whereby a ’small grower’ would be an owner whose estate does not exceed ten hectares in area against the existing limit of fifty acres in area.

It will also empower the rubber board to implement the standards for quality, marking, labeling and packing for various marketable forms of rubber, for the rubber produced or processed in India, imported into India and exported from India.

Rubber Development Fund in place of the existing general fund and pool fund with effective device for quick and smooth flow of money into the fund will give fresh impetus to the functioning of the Rubber Board.

It will empower the Central Government to grant exemption or reduction of any cess on rubber produced in India and exported if it is considered necessary in public interest.

The amendment will also enable the Central Government to specify zero paise per kg as the rate of cess on Natural Rubber produced in India and procured for export by the exporters of natural rubber for the period from April 11961 to August 31, 2003.

It will also enable the Board to recover the cess from the owners, exporter or manufacturers with the cost of collection and interest in case of delayed payment of cess. The amendments proposed in sub-sections (2) and (3) of section 12 would enable to settle three pending C and AG audit paragraphs.

The proposed amendments will enable the Central Government to issue directions to the Board in the matters of policy and empower it to delegate any of its power and functions exercisable by it by such officer or authority and enable the Rubber Board to make regulations to carry out its functions under the Act. It also empowers the Rubber Board to compound any offence punishable under the Act.

The amendment will provide for representation of the Central Government in the Rubber Board. The provisions of registration of rubber estates and licence for planting or replanting of rubber are redundant at present and therefore, the relevant provisions will be deleted.

The Rubber Act, 1947 was last amended in 1994. (ANI)

Centre commences unique ID project for all Indian citizens

New Delhi, Jan.28 (ANI): The project related to assigning of a unique identification number to every citizen of the country got a start with the government notifying setting up of a national authority for the purpose.

The project will ensure a permanent ID card. The special card will carry a unique number, photograph and biometric data of every citizen of the country. It will also have details regarding from birth till death. It would also cover children.

The initiative is mainly targetted at cutting down identity-related frauds and addressing security issues, among others aims.

The National Authority for Unique Identify (UID), an entity being set up under the Planning Commission of India, will provide the identification number. It will work in cooperation with the similar bodies being set up at the state level, authoritative sources told the news agency.

At the outset, the UID number will be assigned to all voters by building on current electoral roll data. Progressively, other persons, including those under 18 years of age, will be added to the list.

Photographs and biometric data would be added to make the identification fool-proof, sources said, adding easy registration and information change procedures are also being envisaged for the benefit of the people. (ANI)

Delhi High Court orders probe into child trafficking

New Delhi, Jan 22 (ANI): Concerned over the increasing number of child trafficking cases, the Delhi High Court on Thursday ordered senior police officials to investigate the case and present the results by Friday.

A division bench of Chief Justice AP Shah and Justice Sanjeev Khanna said, “This is a very serious matter and needs to be investigated by a senior level officer of the Delhi police”.

The court heard Public Interest Litigation filed by the NGO Bachpan Bachao Andolan blamed the placement agencies for the illegal trafficking of girls and advised compulsory registration of all such agencies.

Senior lawyers H S Phoolka and Kavita Tiwari, advocating for the NGO, told the bench that the girls were forced into prostitution and the boys into illegal activities.

Bachpan Bachao Andolan, in early January, claimed of rescuing thirty-five girls and four boys from various placement agencies in the capital.

Though child trafficking is growing rapidly in India, there is no reliable data available on the issue in India.

According to figures provided by the National Crime Records Bureau, in 2004, as many as 2,265 cases of kidnapping and abduction of children qualified as forms of trafficking and were reported to the police.

Of these, 1,593 cases were of kidnapping for marriage, 414 were for illicit sex, 92 for unlawful activity, 101 for prostitution and the rest for various other things like slavery, beggary and even selling body parts.

Most of these children (72 per cent) were between sixteen and eighteen years of age. Twenty-five per cent were children aged eleven to fifteen years.

Andhra Pradesh, Karnataka, West Bengal and Tamil Nadu are the states from where the maximum numbers of children are trafficked to other states.

Intra state/inter district trafficking is high in the states of Rajasthan, Assam, Meghalaya, Bihar and Uttar Pradesh, Andhra Pradesh, Karnataka, Tamil Nadu and Maharashtra while States like Delhi and Goa are ‘receiver’ states.

Trafficking of children from the North-Eastern states of India and the bordering countries in the north-east is a serious issue but has so far not drawn public attention.

Children are trafficked for several reasons including sexual exploitation; adoption; entertainment and sports (for example, acrobatics in circus, dance troupes, beer bars; as camel jockeys); marriage; labour; begging, organ trade (though only anecdotal evidence of this is available); drug peddling and smuggling. Negative results of clinical trials don’t always get published

Washington, Jan 21 (ANI): While trials showing a positive treatment effect, or those with important or striking findings easily make it to the pages of scientific journals, studies that come out with unfavourable results often go unpublished, revealed a new review.

The finding has been revealed after an international research carried out a systematic review for The Cochrane Library.

The researchers have also found that even though these results get published, they would take between one to four more years to appear in journals than studies showing positive results.

“This publication bias has important implications for healthcare. Unless both positive and negative findings from clinical trials are made available, it is impossible to make a fair assessment of a drug’s safety and efficacy,” says lead researcher, Sally Hopewell of the UK Cochrane Centre in Oxford, UK.

The findings of one of the five studies in the review suggested that it’s the investigators, and not editors, that are to be blamed for such partiality.

This is because the reasons most commonly given for not publishing were that investigators thought their findings were not interesting enough or did not have time.

“The registration of all clinical trial protocols before they start should make it easier to identify where we are missing results,” said Kay Dickersin from Johns Hopkins University in Baltimore, USA, another of the researchers on this project.

One of the other researchers, Kirsty Loudon, based in Scotland, added: “Registration of trials and their results would help people conducting systematic reviews to look at both published and unpublished evidence, to reach reliable conclusions.”

The scientists believe that their study also highlights the need for a worldwide commitment to the disclosure of the findings of clinical trials. (ANI)
